Jay,
this should resolve your problem:
Run Account Limitation Builder and create new limitation based on the custom property (I assume there is one already but you need to select type “Check boxes”)
Then, in Edit Account, Add Limitation, select your new limitation and select multiple departments/locations/whatever
This way you can limit UserA to see both DeviceA and DeviceB
